A saved extract of Forever's client data lists 18 Tier 1 item sets, IDs 2098 to 2115. Each has six members, but the recorded bonuses stop at five pieces. Every set lists bonuses at two, three, four and five, and none has a six-piece entry.
The spell labels attached to those bonuses sort the sets by class and specialisation. Mage, Rogue, Warlock and Hunter have one set each, Warrior and Priest have two, Paladin and Shaman three, and Druid four, labelled Restoration, Guardian, Balance and Feral. Instead of one set per class, the layout gives most classes a set per role.
The bonuses lean into those roles. The four healer sets share a four-piece that increases healing by up to 26 and damage by up to 9. The three tank sets share one that reduces the chance for your melee attacks to be dodged or parried, by a template that works out to 1.2%. A few reach into forms and specific abilities. The Guardian three-piece makes Rebirth castable in Bear Form and Dire Bear Form, 2 seconds faster there. The Feral three-piece does the same for Hibernate in Cat Form, 1.5 seconds faster but with a new 15-second cooldown. The Protection Paladin five-piece shortens Forbearance by 10 seconds.
All of this is recorded set definitions, not observed behaviour. The capture has no names or stats for the 108 member items, and it doesn't say how the sets are obtained or how the bonuses work in play. What it does show clearly is the shape: six pieces, bonuses at five, and a set for nearly every role.
