Does Touch of the Grave build threat? A Forsaken tank question

An EU forum player asks whether anyone has checked if Touch of the Grave contributes to threat, and wonders if a Forsaken tank could use it on pack pulls. Blizzard's 27 October note cut its internal cooldown to 15 seconds but says nothing about threat.

Szczypior's question on the EU WoW forums on 29 October is short: has anyone checked whether the passive from Touch of the Grave, the Undead racial, actually contributes to threat?

The reason comes from memory. As Szczypior recalls it, the healing could build a lot of threat for healers and sometimes pull enemies onto them. If something like that holds in Forever, they wonder whether a tank could turn it around and use it for extra threat on a pack pull, which would make the racial a nice addition for a Forsaken who tanks. That is a recollection and an idea. The post doesn't report a test, and it asks for one.

The cooldown they mention is real and dated. In a 27 October addition to Blizzard's beta development notes, Community Manager Kaivax listed Touch of the Grave's internal cooldown as reduced to 15 seconds, from 25. That post announces the change and nothing more. It doesn't say how much threat the effect creates, how its healing is credited, or how it behaves when a tank is holding several enemies at once.

So the two pieces don't add up to an answer yet. One is an official number; the other is a player's memory of how healing threat used to feel, and a plan that depends on it. Neither source measures it, and we haven't tested it either, so for now Touch of the Grave as a tanking tool is a question rather than a tip.
