Salvation is no longer a Blessing, and Revoke takes it back
Forever separates Salvation from Paladin Blessings, so one Paladin can give the same player both, and adds Revoke to remove Salvation or Mass Salvation from one player, such as a tank. Planned on 15 October, patched on 16 October.

In the original game, each Paladin could keep only one of their own Blessings on a given player, and Blessing of Salvation was one of them. A Paladin who gave a damage dealer Salvation for its threat reduction could not also give that player Might, Kings or Wisdom; that had to come from a different Paladin. Forever separates Salvation from the Blessings, so one Paladin can supply both, and it gives the Paladin a way to take Salvation back.
From plan to patch
Blizzard’s Paladin deep dive of 15 October described the change as coming: Salvation would no longer be a Blessing, so a target could have a Blessing and Salvation at the same time, and the raid version that targets an entire class would be called Mass Salvation. At that point, Blizzard noted it was not yet live and was going into a future beta build.
The 16 October development notes recorded it as done. Blessing of Salvation and Greater Blessing of Salvation are replaced by Salvation and Mass Salvation. They are applied the same way the Blessings were, but they are no longer exclusive with Blessings.
Revoke
The same notes add a new spell. Paladins learn Revoke when they learn Salvation, and it removes Salvation or Mass Salvation from a target party or raid member. Blizzard’s developer note says the aim is to give the Paladin more finesse and control over who has Salvation and who does not.
The notes describe Revoke removing Salvation and Mass Salvation, and nothing else, so do not expect it to clear Kings or Might. They also give no training level for either spell, no duration for Salvation and no threat-reduction figure.
Why a raid needs it
Mass Salvation works by class. In a raid where, for example, some members of a class are dealing damage and one is tanking, a class-wide Salvation reaches the tank as well, and a tank does not want less threat. Revoke lets the Paladin remove it from that one player and leave it on the rest.
