Horde can run the Dalaran dungeon, but the city will attack them
The 16 October notes made Dalaran’s open-world city hostile to the Horde and stopped the sewer key granting unrestricted access, while leaving the City of Dalaran dungeon open to Horde groups.

Horde players can still run the City of Dalaran dungeon. What they can no longer do is walk around the city outside it. Blizzard’s 16 October development notes drew that line clearly.
What changed
The notes say members of the Horde are no longer welcome in Dalaran under any circumstances, and will be attacked on sight.
They add two clarifications. This does not affect access to the City of Dalaran dungeon. But the Horde questline that grants the Dalaran Sewer Key no longer gives unrestricted access to the city in the open world.
The same build fixed an issue that allowed Horde players to gain Kirin Tor reputation.
Two Dalarans
It helps to separate them.
- The dungeon is the instanced City of Dalaran, for levels 28 to 33. Blizzard’s dungeon preview of 20 October says Horde players begin its required attunement with “Key to the City” and “Prison Break-In”, from Magus Wordeen Voidglare in Tarren Mill. Groups enter through the sewers.
- The open-world city is hostile to the Horde. Its guards will attack Horde players on sight.
Earning the sewer key is how a Horde group gets into the dungeon. It is not a pass to the streets outside.
No back door
The notes describe no exception, back door or disguise for the open-world city, and none should be assumed. A Horde character wandering into Dalaran’s streets should expect to be attacked.
For the dungeon itself, both factions’ starting quests and its premise are in our City of Dalaran preview.
