Furor keeps your Cat Energy through Bear Form, but doesn’t refill it
Feral Druids now keep the Energy they had in Cat Form when they shift into Bear or Dire Bear, though Bear forms still stop Energy regeneration. The difference between keeping Energy and gaining it.

Feral Druids switching between Cat and Bear used to lose their Energy along the way. Blizzard’s 16 October development notes change that, within limits.
Retained, not regenerated
The Furor talent now lets you keep the Energy you had when you were last in Cat Form, even if you shift into Bear or Dire Bear Form in between.
Blizzard’s developer note adds the limit: Bear and Dire Bear Form still prevent Energy regeneration. Your Energy is preserved while you tank, but it does not refill. If you leave Cat Form with 30 Energy, you come back with 30.
What it is useful for
A Feral who shifts to Bear to survive a dangerous moment, or to hold an add, no longer gives up their Cat resources to do it. That makes the switch cheaper, but it does not turn Bear Form into a way of saving up Energy.
The notes do not describe any macro or sequence, and they give no figures for what this adds to damage.
Shred arrives earlier
The same build moves rank 1 of Shred to level 20, from 22. The notes explain that it had been possible to take the Shredding Attacks talent before knowing Shred.
