Collect and keep an Unadorned Seal of Ascension.
Find Vaelan in LBRS and accept Seal of Ascension with the unadorned seal; the Classic quest starts at level 57.
Agree who is completing a key, then collect the Omokk, Voone and Wyrmthalak gemstones; repeat runs may be needed.
Return the set to Vaelan, accept the follow-up and check both items in Vaelan’s Gift.
Bring a small group to Emberstrife and agree on controlling him rather than killing him.
Weaken Emberstrife until the cue, stop damage, place the seal and use the orb to control him.
Aim Flames of the Black Flight at the placed seal, then safely collect the forged seal.
Return the forged seal to Vaelan for the finished ring.
Equip the finished ring to open the upper-spire door, then keep it for later runs.

Forever planning status: Upper Blackrock Spire's layout and key rules have not been confirmed for WoW: Forever. Use the inherited Classic chain below to understand the possible access project. Confirm that Vaelan, the gemstones and the sealed door still use these requirements before farming a key.

Inherited Classic baseline:

The Seal of Ascension opens the gate to Upper Blackrock Spire. It is a ring held by a door opener, not a personal attunement required of everyone in the group. One holder can open the gate for the group. The quest chain requires level 57 in the Classic baseline; begin collecting the random Lower Blackrock Spire drops while preparing for that level.

Both factions follow Vaelan's chain in LBRS, then forge the seal using Emberstrife in Dustwallow Marsh.

Steps in order

Collect an Unadorned Seal of Ascension. It drops from Blackrock Spire enemies and can be obtained before the quest. Keep it; the three gemstones alone are insufficient.
Find Vaelan inside LBRS. Follow the lower-spire route through the entrance hall into Hordemar City. Before dropping to the deeper routes, look up to the left for a lone Scarshield Infiltrator. Follow the left wall to the rubble slope and turn back onto his raised ledge; approach him to reveal Vaelan. At level 57, with the Unadorned Seal in your bags, accept Seal of Ascension.
Farm all three boss gemstones. Highlord Omokk drops the Gemstone of Spirestone, War Master Voone the Gemstone of Smolderthorn, and Overlord Wyrmthalak the Gemstone of Bloodaxe. Drops are random and group members may compete for them, so agree who is completing a key first. Expect repeat runs rather than one guaranteed set.
Return the set to Vaelan. Hand over the Unadorned Seal and all three gemstones. Take the follow-up, open Vaelan's Gift and check that you have both the Unforged Seal of Ascension and Orb of Draconic Energy before leaving LBRS.
Bring a small group to Emberstrife. His cave is in southern Dustwallow Marsh's Wyrmbog, around 56, 88. Explain the quest: you need to control him, not kill him. Clear space and identify where you will place the Unforged Seal so you can aim his breath at it.
Weaken him and stop damage. Reduce Emberstrife to roughly 10% health, until the weakened-will cue appears. Stop attacks and damaging effects; a kill at this point ruins the immediate attempt. The quest holder places the Unforged Seal on the ground, then uses the Orb of Draconic Energy to control him.
Forge the ground seal. While controlling Emberstrife, face the placed seal and use Flames of the Black Flight from his action bar. Move the dragon away afterward, end control when safe and collect the Forged Seal of Ascension from the ground. Using the orb alone does not forge it.
Return to Vaelan again. Hand in the forged seal in LBRS and receive the finished Seal of Ascension ring.
Open UBRS. Equip the finished ring before interacting with the sealed upper-spire door. Keep it afterward so you can open later runs.

Coordinate with Horde players doing Warlord's Command: they need the same three bosses and their Important Blackrock Documents objective. The key chain does not require the Onyxia chain, and the Emberstrife forging ritual is different from the Horde disguise conversation with him.

If something goes wrong

Vaelan offers no quest: check level 57, the Unadorned Seal and whether the quest is already in your log.
Emberstrife dies: wait for the next opportunity and repeat with the quest items ready. Tell the group to stop damage before trying again.
The breath misses the seal: reposition the controlled dragon and aim the correct ability at the ground object. Do not leave merely because the orb was consumed or control began.
Orb charges or quest items are exhausted: return to Vaelan for the available replacement dialogue; do not destroy remaining quest items or abandon the chain blindly.
The upper door stays locked: use the finished Seal of Ascension, not the unadorned, unforged or forged quest-stage item.

Tips

Finish one dependable guild key before splitting every rare gemstone across several half-finished sets. Do not sell or discard the completed ring. It opens UBRS; it is not itself a key into Onyxia's Lair or the outside Blackwing Lair orb.
